To provide an additional structured parking in the downtown area of Portsmouth, the City conducted a multi-year search for a suitable location and the right team. The chosen site was a mix of public and privately-owned collections of parcels located off Deer Street, adjacent to the railroad. The design speaks to the transition between the Historic District and the Innovation District, as well as the transition from a commercial center to a residential neighborhood.
The garage materials employ highly durable precast concrete with colors and textures that resemble natural stones such as limestone, brownstone and bluestone. Vehicles can enter from either Deer Street or from the opposite end adjacent to Rock Street. Pedestrian access is provided by an elevator and egress stair at the Southeast end of the garage.

DeStefano Architects worked with the city to produce the 5-story garage, which opened in 2018.
