PORTSMOUTH - If Portsmouth Housing Authority succeeds in turning the Lafayette School into work-force apartments for city workers and private company employees, the question becomes which city departments benefit.
City Councilor Steve Marchand has called for the city's share of the units - four to six apartments - to be targeted for new Portsmouth teachers.
